Why many CE processes reach their limits when using traditional tools

Many risk assessments and CE documentation are produced using spreadsheets, text documents or ad hoc solutions. However, as complexity increases, teamwork becomes more prevalent and standards change, it becomes difficult to maintain an overview and implement all requirements in a transparent manner. Safexpert helps you to carry out these tasks in a structured and consistent manner.

The key tasks involved in developing safe and compliant products

Risk assessment as a key component of the CE process

Risk assessment is the most important step in the CE marking process. Safexpert supports designers of machinery, partly completed machinery, plant and electrical equipment in systematically carrying out the risk assessment in accordance with EN ISO 12100 – from the identification of hazards through to risk evaluation and the derivation and documentation of appropriate measures.

Systematic risk
assessment

Identification of hazards at risk areas, during different stages of life and in connection with various activities.

Risk assessment
using a risk graph

Assessment of the identified hazardous situations as a basis for further measures and decisions.

Derivation and
documentation

Recording of measures until sufficient risk reduction has been achieved, as well as transparent tracking of the processing status.

Status reports
and clarity

Clear analyses show where risks have not yet been sufficiently reduced.

Supportive assistance
functions

Determination of the required performance level or SIL, including interfaces to SISTEMA and the TIA Selection Tool.

Reuse
and efficiency

Storing frequently used solutions in central libraries to ensure consistent use in subsequent projects.

Documentation, reports
and re-use

Standardised printouts and reports of the risk assessment, as well as the ability to export them into common formats for use in technical documentation, operating instructions and assembly manuals.

Risk assessment is the most important part of the CE process

Safexpert helps you to carry this out in a structured, transparent and consistent manner. For greater legal certainty and with less effort.

CE Guide: A Step-by-Step Guide to CE

Safely through the CE process

Safexpert guides you step by step through the CE marking process for your product (machinery, partly completed machinery, electrical equipment) in accordance with:

  • Machinery Regulation (EU) 2023/1230 / Machinery Directive 2006/42/EC
  • Low Voltage Directive 2014/35/EU

Depending on the applicable regulation or classification (e.g. machine or partly completed machine), the system dynamically adapts to your requirements, helping you to ensure that no important points are overlooked and that you fulfil your CE obligations efficiently.

Included templates and checklists

To help you carry out the CE procedure as efficiently and in full compliance with the law as possible, Safexpert provides you not only with a range of features but also with templates (e.g. for declarations of conformity and declarations of incorporation) and checklists (e.g. for compiling the technical documentation, including operating instructions).

Structured and CE-focused standards management with Safexpert

  • How can a hazardous area be made safe?
  • Does our solution or a template still reflect the state of the art?

Standards play a very important role in answering these and other questions. Safexpert supports you in standards-compliant design, risk assessment and documentation.

Research, monitoring of current developments and templates

Research and selection of relevant standards

Targeted research into relevant standards in reliable data sources, as well as the structured filing of the standards used in the project.

Transparency regarding the status of standards and presumption of conformity

Display of status information such as validity, predecessor and successor documents, as well as information on presumption of conformity, based on official data from standards bodies and the European Commission.

Monitoring of currency and assessment of changes

Linking relevant standards to projects and safety measures to monitor compliance and automatically update projects.

Digital analysis of changes to standards

Analysis of changes down to section level and a clear comparison of old and new requirements.

Intelligent reuse of projects

Automatic checking of copied projects and measures to ensure they are up to date, and the adoption of existing solutions without compromising legal certainty.

Access to full texts

Direct access to the full text of licensed standards, with intelligent links to the relevant standards body and without having to switch systems.

Carry out standardised tests and inspections

Available as an optional add-on, Safexpert helps you to carry out consistent testing and acceptance of machinery, partly completed machinery or other products. The benefits of standardised testing are:

  • Consistency and standardisation in inspection processes
  • Centralised management and updating of inspection point libraries
  • Selectable levels of inspection – When creating inspection point libraries, different levels of inspection can be specified to adapt the level of detail to the requirements of each situation.

You can find more information on standardised inspections with Safexpert here.

Frequently Asked Questions about Safexpert

Safexpert is modular software for CE marking and risk assessment of machinery, plants and electrical equipment. Safexpert helps companies efficiently implement the requirements of the Machinery Directive, Machinery Regulation and Low Voltage Directive. Since 1994, IBF and Safexpert have been market leaders in CE software.

Safexpert is suitable for sole traders, freelancers, small and medium-sized enterprises, as well as large companies and corporate groups. The size of the organisation is less important than the need to create structured, traceable CE documentation and risk assessments.

Yes. In addition to the Machinery Directive and the Low Voltage Directive, Safexpert also supports the Machinery Regulation (EU) 2023/1230. The Regulation will generally replace the Machinery Directive from 20 January 2027.

Yes. Safexpert continues to support the Machinery Directive.

Yes. Safexpert supports the Low Voltage Directive 2014/35/EU with regard to the CE marking of electrical equipment.

Safexpert supports structured, standards-compliant risk assessment in accordance with EN ISO 12100 and guides users systematically through the process. EN ISO 12100 is the fundamental standard for the methodology of risk assessment and risk reduction for machinery.

Excel is a general-purpose spreadsheet application. Safexpert, by contrast, has been specifically developed to support companies with risk assessments, CE processes and product compliance.

Safexpert guides those carrying out a risk assessment systematically through the entire process. This does not mean that specialist expertise is no longer required, but Safexpert helps ensure that resources can be focused on what really matters: designing and building safe machinery or electrical equipment.

In addition to providing guidance throughout the CE process, Safexpert also supports more complex projects and larger project teams. It helps ensure that valuable knowledge is retained within the company rather than being scattered across different drives or remaining solely in the minds of individual employees.

Yes. Safexpert provides step-by-step guidance throughout the conformity assessment procedure, including risk assessment, technical documentation, the Declaration of Conformity and CE marking.

Safexpert provides centralised standards management for researching standards and monitoring whether the standards used in projects and solutions, such as hazardous situations and risk reduction measures, are up to date. When standards change, Safexpert can identify the affected projects and the relevant sections within those projects in a matter of seconds.

In addition, Safexpert is the only system that provides direct access to the full text of European standards.

Yes. Existing risk assessments and CE projects can be reused as templates. Safexpert automatically checks whether the standards and solutions used are still up to date and highlights any necessary changes.

Yes. Safexpert is fully multi-user capable and, particularly for larger companies and service providers, allows access to projects to be managed and restricted through features such as location, role and department management.

Yes. Safexpert allows the same structured process to be applied to projects of different sizes, from individual machines to complex installations. Large-scale projects can be structured as so-called ‘plant projects’, consisting of multiple sub-projects.

Interfaces between individual sections of an installation can also be defined, allowing the associated risks to be assessed systematically.

Yes. One of Safexpert’s core objectives is to provide greater legal certainty when fulfilling CE obligations and to ensure that compliance is documented in a traceable manner.

Safexpert supports this through the structured linking of risk assessments and requirements, as well as a range of included checklists (e.g. for technical documentation) and templates (e.g. Declarations of Conformity and Declarations of Incorporation).

Yes. As a result of the safety-related planning process, the software provides clear, standards-compliant documentation, helping to facilitate acceptance during approval procedures and audits, as well as in the event of any complaints. References to standards, change tracking and traceable project histories provide transparency and support the verification of compliance.

However, it remains essential that the content is technically accurate, properly maintained and consistently managed throughout the project.

Automatic standards topicability and project monitoring is integrated as a core feature of Safexpert. This enables affected projects to be identified and assessed more quickly and, if required, updated automatically.

Yes. Safexpert provides clear status overviews and traceability. By allowing risk assessments to be viewed from different perspectives, it helps identify hazards that might otherwise have been overlooked.

Its intuitive yet powerful filtering functions make it easy to see, for example, which risks have – or have not – been considered during the ‘maintenance and servicing’ phase, with just one click. A wide range of status reports also helps users maintain a clear overview, even in complex risk assessments.

Centrally managed projects and templates provide a consistent knowledge base and help maintain a high level of quality across different projects. At the same time, access to existing knowledge significantly improves efficiency – particularly when combined with automated monitoring to ensure that reused solutions and templates remain up to date.

The system also ensures that valuable knowledge does not remain with individual employees but is stored centrally and made accessible to everyone involved.

Yes. IBF Solutions offers a free 60-day demo version as well as a free web presentation, making it easier to evaluate Safexpert in the context of your own projects. Once Safexpert has been licensed, you can continue working productively with the projects created during the trial period.

Yes. IBF Solutions has an in-house support team that assists you with questions relating to the use and operation of Safexpert. Our highly qualified team of experts provides training for your employees in a wide range of areas relating to CE marking and relevant standards, as well as, of course, in the use of Safexpert.

In addition, we place great emphasis on providing comprehensive help and guidance, enabling users to learn and find answers independently.

Yes. Safexpert is particularly well suited to supporting a smooth transition. The Machinery Regulation will generally apply from 20 January 2027. Safexpert has fully supported the new Machinery Regulation since version 9.1. Projects created under the Machinery Directive can be migrated for use in accordance with the new Machinery Regulation.
